A short rail trip from Tavira da la Luz, just walk onto the beach turn right and walk a few hundred metres.. (another site says turn left.. but this is the official sign I'm quoting...)
 

A Beautiful long long sandy beach, busy on an August weekend but soon thinning out as you walk away from the cafes and Bars...

I'm sure if you do turn left you will get to an area where people enjoy the beach nude too! I get the impression that provided you move away from the commercial areas (there is a third being developed in the middle of the island) you are pretty free to dress as you wish ... as long as the textiles don't take over!
